Seems our morality here is being shaped largely by our dicks. I don't wish her ill, but a public library sometimes frequented by kids is not an appropriate place to be engaging in sexually explicit behavior. If she chooses to do so for the thrill of the risk factor, then she has to accept the consequences, one of which might be the exposing of her personal information by authorities. I've not read anything that says she's not accepting those responsibilities, but some here seem to think that as long as she's contributing to getting our dicks hard, anything goes. If she's naive and/or desperate enough to disregard this, than those who purport to care about her welfare should be reluctantly happy for her getting the wake-up call. But, if it's true that she's been caught several times and has continued, then she's already slept through that call.
p.s. In case it's not clear, I get the thrill factor of public sex and have no opposition to it in principle. The issue is not a condemnation of exhibitionism, but her judgement and wisdom in how she's practicing it in this instance.
