Not true. Silicone was directly injected into the breasts. Jane Russell and Marilyn Monroe's popularity had many women wanting the same shape as them. But injected silicone had nasty side effects or even caused fatalities. In the 70s, the silicone was encapsulated in a sterile bag, ie the implant. But high enough percentage of implants leaked or ruptured, resulting in the same issues as direct injection. The silicone implant was banned by the FDA in 1992, while saline was still approved.
