Based on what I've seen the TS guys do in the past, I'd say that we're looking at 1 for the foreseeable future. (There's no way these guys will EVER push their girls to make hardcore content.) I expect the 18+ version of her site to run for roughly a year (that's about how long most of their 18+ sites run), before overhead makes it a losing proposition.
Side note: Kris has almost zero control over the content of her site. Every couple of months or so she goes to the shooting location, where she will work for 1-3 days to produce a couple of months worth of updates. (The best way to confirm this is to look at her hair/nails.) After she has finished, she is then paid a lump-sum. Anything and everything that happens to the footage after it is shot is out of her control.
Well, I am not talking about the models going to nude, or leg's spread, or HC, when they just move to a 18+ site. The point is that we expect at least some reasonable "improvement" from their 18- site. And we do not have it - the "new" videos are almost exactly in the same "level" as before. An example of "good evolution" is Ella from famegirls, I think.

When Kelsey's site converted to 18+ there really wasn't that much of a difference between that site and her previous one. So its not surprising that Kris's new site hasn't gone full nude right away.
Really it's up to the model though. She'll do whatever she wants unless the webmaster or whoever runs the site has major influence with her for some reason. You would be surprised about the connections some of these models have to their photographer or webmaster.

The high end sites for sure do the proper paper work. Get permission from whoever is responsible for the girl. Some cute girl can't answer an ad and just start shooting for some site without permission

This girl actually seems to have a good head on her shoulders. She recently graduated high school and has college plans. She is also trying to do modeling (beyond the internet) as long as she can. She also has a boyfriend which may have something to do with how much she's showing.
